
The Office of Financial Regulation is accountable for the development and/or guidance of certain elements of the foreclosure procedure involving residential home and gets certain notices and registrations associated with the foreclosure process. Specifically, the Office promotes guidelines relating to the forms, sequence of files, and particular processes to be used as part of the foreclosure process, consisting of, but not restricted to:

- the format and material of the Notice of Intent to Foreclose, the template loss mitigation application, the initial loss mitigation affidavit, the last loss mitigation affidavit, the notice to accompany the order to docket;
- the cost, notification, application and directions for prefile mediation, and a mediation checklist that describes the matters that shall be evaluated and considered in a prefile mediation; and
- the demand form for postfile mediation, the files and info to be offered by each party to the mediation, and a mediation checklist that explains the matters that will be reviewed and thought about in a postfile mediation

.18. Foreclosure Notices and Registrations
The Office administers Maryland's Foreclosure Registration System, a web-based application for submission of the foreclosure-related notifications and registrations that are mandated by Maryland law. Specifically, the system permits licensed users to submit and/or browse the following foreclosure-related notifications and registrations:
- The Notice of Intent to Foreclose is a warning notice to the house owner that a foreclosure action could be filed against them in court. It needs to be sent by licensed and superior mail to the property owner no less than 45 days before a foreclosure action may be filed in court. Pursuant to Maryland law and guideline, a copy of the Notice of Intent to Foreclose must be digitally submitted to the Commissioner through the Foreclosure Registration System within 5 organization days of mailing a Notification of Intent to Foreclose. The Commissioner does decline submissions in any other way. Filing a copy of the Notice of Intent to Foreclosure with the Commissioner need to be accomplished before a celebration is authorized to file an action to foreclose a mortgage or deed of trust on home. Failure to adhere to this requirement will subject a violator to the enforcement jurisdiction of the Commissioner. Refer to Md. 7-105.2.-The Foreclosed Residential or commercial property Registration is meant to track owner contact information for foreclosed residential or commercial properties between the date of the foreclosure sale and recordation of the deed moving the residential or commercial property to the new owner. The Foreclosed Residential or commercial property Registration includes contact details for the buyer, the party accountable for upkeep of the residential or commercial property, and the entity licensed to accept legal service on behalf of the purchaser, in addition to other relevant details such as whether the residential or commercial property is understood to be occupied, the date of the sale, and the date of court ratification. This information is planned, in part, to enable regional governments to deal with problems related to the residential or commercial property, such as code enforcement, problem abatement, residential or commercial property maintenance, law enforcement, public security, public health, emergency situation services (fire, EMS), to inform public policy (i.e. information collection to determine trends, develop policy actions, etc), and to assist in the collection of relevant taxes. Within 1 month after a foreclosure sale of domestic home, a foreclosure buyer will submit a Preliminary Registration ($50 filing fee if prompt/$100 filing charge if late) and within 30 days after a deed moving title to the house has been taped, the foreclosure purchaser will send a Final Registration (no filing cost). .14. After Initial Registration, and within 21 service days of a change, a foreclosure buyer must update its registration with any modification in 1) the name and address of the person, including an alternative buyer, who is authorized to accept legal service for the foreclosure buyer, 2) if understood, the occupancy/vacancy status of the residential or commercial property, 3) the name, phone number, and street address of the individual who is accountable for the upkeep of the residential or commercial property, and 4) the status of whether the foreclosure buyer has possession of the residential or commercial property.
NOTE: Specific notification and registration information in the Foreclosure Registration System is normally private and is not public info. Maryland State and Local Government Officials might be authorized in their official capability to see Notices of Foreclosure or Foreclosed Residential Or Commercial Property Registrations (for their respective jurisdictions just) by establishing a Government User account in the Foreclosure Registration System. Additionally, a house owner's association or condominium in which a residential or commercial property in concerns is located, or an individual who owns residential or commercial property on the very same block as a residential or commercial property in question, may request from OFR or local jurisdiction particular information associated to a Notification of Foreclosure or Foreclosed Residential Or Commercial Property Registration. Except as noted above, OFR is prohibited from supplying information relating to particular residential or commercial properties to the public. System users aside from State and local federal government officials only have access to those notifications and registrations that they have actually sent. The Office is not allowed to offer lists of foreclosed residential or commercial properties to the public.
